يقدّم هذا الكتاب دراسة تحليلية معمّقة لمسارات بناء الدولة الصومالية الحديثة وتحولاتها السياسية بين عامي 1960 و2017م، واضعًا تشكّلها ضمن الإطار الأوسع للتاريخ الصومالي، لا بوصفها نتاجًا استعماريًّا فحسب، بل امتدادًا لتقاليد راسخة في التنظيم السياسي والحكم المحلي والسلطنات الإسلامية. ويتتبع الكتاب صعود الدولة وهبوطها، من لحظة الاستقلال والوحدة، مرورًا بتحديات الاندماج الوطني ومشروع الصومال الكبير والصراعات الفكرية والمؤسسية، وصولًا إلى انهيار الدولة ومحاولات استعادتها بعد مؤتمر عرتا. وبمنهج نقدي صريح وموضوعي، يكشف المؤلف أن أزمة الدولة الصومالية ليست مجرد صراع عشائري، بل هي أزمة شرعية وقيادة ومؤسسات وثقافة سياسية، ويقدّم رؤية واقعية لإعادة بناء دولة مستقرة وفعّالة تستند إلى المصالحة الحقيقية بين الدولة والمجتمع، وتحترم الخصوصية التاريخية والاجتماعية للصومال.

This book presents an in-depth analytical study of the processes involved in building the modern Somali state and its political transformations between 1960 and 2017. It situates the state's formation within the broader framework of Somali history, viewing it not merely as a colonial creation, but also as an extension of longstanding traditions of political organisation, local governance, and Islamic sultanates.

The book traces the rise and decline of the Somali state, from independence and unification, through the challenges of national integration, the Greater Somalia project, and ideological and institutional conflicts, to the collapse of the state and subsequent efforts to restore it following the Arta Conference.

Adopting a candid, objective, and critical approach, the author demonstrates that the crisis of the Somali state cannot be reduced simply to clan conflict. Rather, it is a crisis of legitimacy, leadership, institutions, and political culture. The book offers a realistic vision for rebuilding a stable and effective state founded upon genuine reconciliation between the state and society, while respecting Somalia's distinctive historical and social character.
