Gordon Krell was once known as the Last Law-a decorated enforcement officer whose judgment made him valuable to the system. But when his wife's death exposes an operation designed to measure his loyalty, Krell refuses to accept the official truth.

Thirty-six years later, Krell awakens in Meridian, a flawless stabilization megacity built from the remains of Los Angeles. Crime has been eliminated. Resources are controlled. Citizens move beneath invisible surveillance, and every human impulse is measured against the needs of the city.
