En rejetant la constitution de l'Union européenne, les peuples français et néerlandais ont dissipé les espoirs de ceux qui attendaient un Philadelphie européen, et plongé nos dirigeants dans un profond désarroi. Ce livre revient sur les causes lourdes de la crise politique européenne. Soulignant ce qui distingue le projet européen du " modèle américain ", il montre que l'échec de la tentative constitutionnelle reflète notre difficulté à penser une communauté politique plurinationale. Imbus du langage de l'État souverain, nous ne parvenons pas à former le concept d'une fédération d'États aux ambitions, aux institutions et aux frontières mouvantes.
