A new consul, Lucius Cornelius Macro, rises to power promising to restore the Atheneum's old discipline and the Senate's old grammar. He isn't a villain. He's a tired patrician who genuinely believes Roman purity can be restored by closing doors.

Across the chamber, Livia Baetica organizes a faction of provincial senators who refuse to be read as upstarts any longer. Spanish-born, trained in the Atheneum of Alexandria, austere by conviction rather than aesthetics, Livia doesn't propose to reform the system - she proposes to open it.

Far from the center, in an Alexandrian workshop, Kemethos still works with his hands dirty in a place that operates despite Rome, not against Rome. His apprentice Berenice - twenty years old, fine hands always stained with charcoal dust - develops a gunpowder that doesn't clog in the desert dust. When a Parthian envoy offers them money for their weapons, Kemethos hesitates three days before saying no. That hesitation will hurt.

In Ctesiphon, King Phraates IV has studied his enemy better than his enemy understands itself. His thesis is simple: empires of engineers forget how to fight under pressure. The provocation has been designed to close the door to negotiation. Rome will go to war by a margin of twenty-seven votes out of four hundred and fifty-three.
