Which regulatory uncertainties to contextualise away. Which assessments land in a form that quietly benefits a single investor's positions, forty-eight hours before the market moves.

CIA operative Cole Harker - back inside the institutional structure after the events of The Kyiv Protocols, operating under OIG oversight, building a case that has to survive a European court - is tracking a mechanism more dangerous than any agent network: a man whose weapon is legitimacy.

From Kyiv to Geneva to Tallinn, Harker works alongside SBU officer Yeva Melnyk and Europol analyst Mikael Strand to build the evidentiary chain before the clock runs out. But the second person in the architecture - the analyst who built the calibration system before installing someone else to run it - has access to the investigation's own progress. And the dead asset whose work started everything left one more thing behind that nobody knew about.
