Most teams have stopped debating whether to let AI write their software. It is already happening, one pull request at a time, on teams that would never call themselves experimental. A developer describes a change, an agent drafts it, a colleague approves it, and by the afternoon it is in production. No pilot, no steering group. Just a normal Tuesday.

The benchmark everyone quotes measures a narrower task than the job you need done. A controlled trial found developers running 19 per cent slower with AI while believing they were 20 per cent faster. The security flaws these tools introduce do not close as the models get bigger. The pattern underneath all of it is the same. The bottleneck is not the model. It is the system the model sits inside.

That system is the part you can change, and this book is about how.

It sets out the Cognitive Delivery Framework, a redesign of the software lifecycle for a keyboard with more than one set of hands on it. And it sets out the Cognitive Delivery Index, a way to tell governance that works from governance that is merely written down. The gap between a control you have written down and a control that changes what happens at a keyboard.

This is not a book of predictions or hype. It is a practical guide, drawn from patterns across many teams, for the people who now carry the work.
